Passport observation page

I need to renew my passport and the instructions ask for copies of Observation Pages. What exactly are these? Or are they only the pages that Indian passport services stamped information into the passport ? It is typically directly under the picture.

In my SA Passport , is for endorsements and observations, which is quite obviously a page for official use. Passports of the new design that do not require any observations will automatically include an observation to confirm that ‘There Are No Official Observations. No action is required by staff to insert this observation.
